Sheikh Yusuf al-Qaradawi

Egypt’s New Hitler
By Robert Spencer

Editor's Note: Robert Spencer is a scholar of Islamic history, theology, and law and the director of Jihad Watch. He is the author of ten books, eleven monographs, and hundreds of articles about jihad and Islamic terrorism, including the New York Times Bestsellers The Politically Incorrect Guide to Islam (and the Crusades) and The Truth About Muhammad. His latest book is The Complete Infidel’s Guide to the Koran (Regnery), and he is coauthor (with Pamela Geller) of The Post-American Presidency: The Obama Administration’s War on America (Simon and Schuster).

With the Muslim Brotherhood almost certain to play a substantial role in the next Egyptian government, looming in the background is the man that Der Spiegel described this week as “the father figure of Egypt’s Muslim Brotherhood”: Sheikh Yusuf al-Qaradawi. Qaradawi has been praised by Saudi-funded Islamic scholar John Esposito as a champion of a “reformist interpretation of Islam and its relationship to democracy, pluralism and human rights.” But numerous statements of Qaradawi demonstrate that he anything but a “reformist” or a genuine champion of “democracy, pluralism and human rights” – and is, in fact, positively Hitlerian in his Jew-hatred and bloodlust.

Qaradawi, 84, is based in Qatar, but was born in Egypt, and still wields considerable influence there. During the uprising against the Mubarak regime, a Muslim website published a chapter from Qaradawi’s book Laws of Jihad, including this passage: “One of the forms of jihad in Islam is jihad against evil and corruption within [the Islamic lands]. This jihad is crucial in order to protect society from collapse, disintegration, and perdition — for Muslim society has unique characteristics, and if these are lost, forgotten or destroyed, there will be no Muslim society.”

In 2002, the Muslim Brotherhood asked him to take over as their leader, but he refused, probably because he saw the position as too small for him: Qaradawi’s renown is not limited to Egypt or even to the Middle East. He is an international figure, reaching sixty million Muslims weekly through his Al-Jazeera TV show, “Sharia and Life,” and touching countless more through his 120 published books (including his famous popular Sharia manual, Al Halal wal Haram fil Islam – that is, The Lawful and the Prohibited in Islam), his website IslamOnline.com (which publishes many of his fatwas) and positions as president of the International Association of Muslim Scholars and the European Council for Fatwa and Research.

Qaradawi also enjoys a reputation as a moderate beyond just Esposito: the former Ground Zero mosque imam Feisal Abdul Rauf, who is himself widely assumed to be a “moderate” despite evidence to the contrary, has hailed Qaradawi as a “very very well known Islamic jurist, highly regarded all over the Muslim world.” And another Muslim leader whose moderate bona fides have been questioned, the vaunted “Muslim Martin Luther” Tariq Ramadan, wrote a foreword to one of his books in 1998, and former London Mayor Ken Livingstone welcomed him to the city in 2004 and praised him repeatedly, despite the fact that during that visit Qaradawi explained to the BBC that suicide attacks against Israelis were not actually suicide at all, but “martyrdom in the name of God.” (Qaradawi has since been banned from Britain, as well as from the U.S.)

The things that Qaradawi tells the millions of Muslims that he reaches are anything but moderate. In January 2009, during a Friday sermon broadcast on Al-Jazeera, he prayed that Allah would kill all the Jews: “Oh Allah, take this oppressive, Jewish, Zionist band of people. Oh Allah, do not spare a single one of them. Oh Allah, count their numbers, and kill them, down to the very last one.” He also declared: “Throughout history, Allah has imposed upon the [Jews] people who would punish them for their corruption. The last punishment was carried out by [Adolf] Hitler.”

Qaradawi has predicted that Islam will soon conquer Europe, but that this conquest will come not “by the sword but by preaching and ideology.” He also says that Muslims should obtain nuclear weapons, explaining: “The Koran referred to this, saying: ‘Prepare against them what force and steeds of war you can, to strike terror in the hearts of the enemies of Allah and of your own enemies, and others besides them, whom you do not know, but Allah knows.’ ‘Prepare against them what force and steeds of war you can.’” That’s Qur’an 8:60.

In 2001, Qaradawi issued a fatwa approving suicide bombings against Israel. In 2003, with male jihadists being caught too often before they could strike, Qaradawi expanded the fatwa to approve suicide bombings by women. In 2004, he issued a fatwa calling for the killing of American troops in Iraq, and later expanded this authorization to include the killing of American civilian support personnel. He explained: “All of the Americans in Iraq are combatants, there is no difference between civilians and soldiers, and one should fight them, since the American civilians came to Iraq in order to serve the occupation. The abduction and killing of Americans in Iraq is a [religious] obligation so as to cause them to leave Iraq immediately.”

Yet despite his approval of violence against Israelis and Americans, he has endorsed fanciful conspiracy theories rather than acknowledge the reality of Islamic jihad violence in other contexts. When jihadists bombed a church in Alexandria, Egypt on New Year’s Eve, Qaradawi joined Hosni Mubarak as well as many Islamic spokesmen worldwide in blaming shadowy outsiders: “I fear that there may be a foreign hand behind this action, for it does not make sense for an Egyptian or a Muslim to be behind it. Perhaps a foreign hand is attempting to ignite sectarian strife.” Others directly identified this “foreign hand” as that of Israel and/or America.

Qaradawi has also endorsed Islam’s traditional death penalty for apostasy: “The Muslim jurists are unanimous that apostates must be punished, yet they differ as to determining the kind of punishment to be inflicted upon them. The majority of them, including the four main schools of jurisprudence (Hanafi, Maliki, Shafi`i, and Hanbali) as well as the other four schools of jurisprudence (the four Shiite schools of Az-Zaidiyyah, Al-Ithna-`ashriyyah, Al-Ja`fariyyah, and Az-Zaheriyyah) agree that apostates must be executed.” He has also written approvingly of the Qur’an’s mandate for wife-beating (4:34), explaining that “blows are not effective with every woman, but they are helpful with some.”

Qaradawi is an advocate of the global caliphate, calling for the establishment of what he calls a “United Muslim Nations” as a counterweight to Western political power worldwide. Although his perspective is gaining more influence then ever as the Muslim Brotherhood increases its power in Egypt, this goal may not be any closer to fruition than it was before. Nonetheless, as Qaradawi’s star continues to rise in Egypt and all over the Islamic world, the murder and mayhem that he tells his followers is divinely sanctioned in pursuit of that goal is certain only to grow in virulence.

U.S. 'held secret meeting with Muslim Brotherhood'
Discussed fall of Egypt with group dedicated to Islam's global spread
By Aaron Klein

JERUSALEM – The Egyptian government has information a diplomat at the U.S. embassy in Cairo secretly met yesterday with a senior leader of the Muslim Brotherhood, the nation's major Islamist opposition group, WND has learned.

The topic of the meeting was the future of Egypt following the "fall" of President Hosni Mubarak, an Egyptian intelligence official told WND.

The claim comes amid charges from Cairo that the Obama administration has been encouraging the protests rocking Egypt and targeting the rule of Mubarak, a key U.S. ally in the Middle East.

The Egyptian intelligence official told WND his government has information of a meeting that took place yesterday between Issam El-Erian, a senior leader of the Muslim Brotherhood, and Frank Wisner, a former U.S. ambassador to Egypt.

The Obama administration dispatched Wisner to Egypt this past weekend to report to the State Department and White House a general sense of the situation in the embattled country.

The Telegraph would not identify the dissident, but said he was involved in helping to stir the current protests. The report claimed the dissident told the U.S. embassy in Cairo that an alliance of opposition groups had a plan to topple Mubarak'sgovernment.

The disclosures, contained in U.S. diplomatic dispatches released by the WikiLeaks website, show American officials pressed the Egyptian government to release other dissidents who had been detained by the police.

The White House has been almost openly championing the unrest in Egypt.

Secretary of State Hillary Clinton called for an "orderly transition" to democracy in Egypt, where the Muslim Brotherhood is the main opposition group.

Obama reportedly voiced support for an "orderly transition" in Egypt that is responsive to the aspirations of Egyptians in phone calls with foreign leaders, the White House said.

Deputy National Security Adviser Denis McDonough, speaking in a White House webcast, also urged the government and protesters in Egypt to refrain from violence.

Egyptian officials speaking to WND, however, warned the Muslim Brotherhood has the most to gain from any political reform.

Middle Eastern Moment of Truth

Over a quarter-century Israel fought Egypt in the 1948 Independence War, the 1956 Sinai War, the 1967 Six-Day War, the 1967-1970 War of Attrition, and the 1973 Yom Kippur War. Since then, for 37 years, Israel and Egypt have not fought. This may have been made possible mainly by the 1979 Israeli-Egyptian Peace Treaty; or it may be that Egypt, deterred by having lost the wars and desiring realignment with the West, would have kept the peace in any case.

Given the stark difference between the 1948-1973 epoch and the 1973-2011 epoch, Israel has reacted to the current crisis in Egypt without foolishness—heard elsewhere in the West—about the supposed moderation of the Muslim Brotherhood or its ally Mohammed ElBaradei. Israelis are alarmed across the political spectrum.

Left-of-center Haaretz columnist Aluf Benn writes that “Barack Obama will be remembered as the president who ‘lost’ Egypt…. If [a superpower] abandons its allies the moment they flounder, who would trust it tomorrow?” Another left-of-center Haaretz columnist, Ari Shavit, writes harshly that “Obama’s betrayal of Hosni Mubarak is not just the betrayal of a moderate Egyptian president who remained loyal to the United States…. Everyone grasps the message: America’s word is worthless; an alliance with America is unreliable; America has lost it.”

And President Shimon Peres, who not long ago believed in “the New Middle East” and was a central figure in Israel’s dovish turn, said that “We still have great respect for Mubarak. Not everything he did was right, but he worked to keep peace in the Middle East.” And regarding possible developments in Egypt: “A fanatic religious oligarchy is not better than lack of democracy.”

Israelis know that Mubarak’s “peace” (since 1981, when he took over from his assassinated predecessor Anwar Sadat) was cold, that Egypt continued treating Israel as an enemy in international forums, and that its society remained intensely anti-Israeli and anti-Semitic. At the time the crisis broke out last week, there appear to have been only a few hundred Israeli tourists—out of an Israeli population of seven million—in neighboring, officially “friendly” Egypt.

Israelis also know that, in addition to keeping the guns quiet, Egypt in recent years has acted as a tacit ally against the radical Middle Eastern axis of Iran, Syria, Hezbollah, and Hamas. Israeli intelligence helped Egypt quash a dangerous Hezbollah espionage ring in 2009. Egypt has reportedly been doing a lot more to stop the smuggling of weapons to Hamas in Gaza.

Israel is right, then, to urge the U.S. and other countries to stop pressuring Mubarak and appreciate the relative moderation of his regime—compared to much worse alternatives. Still, for Israel, the crisis can only have a deeply sobering effect.

It was with the advent of formal Israeli-Egyptian peace that the term “Arab-Israeli conflict” came to be replaced by the term “peace process.” The tripartite signing of the treaty by the Israeli, Egyptian, and American heads of government was seen by many in the West—and particularly in Israel—as having near-messianic significance. The quest for similar consummations with the Palestinians and Syria—supposed to lead to Israel’s ultimate acceptance by the Middle East—became a tremendous political and academic obsession and industry.

In recent years it has been much harder for Israelis to sustain such visions. The “process” with the Palestinians has led to deadlock at best and terror at worst. Another former regional ally, Turkey, has turned openly hostile under Islamist rule, while Lebanon sinks further into Hezbollah’s grip. The specter of Egypt becoming, again, a frontline country—necessitating a huge and costly reorientation of Israel’s military deployment—haunts Israelis who understand that the only strong, organized force among the regime’s opponents, whatever crowds may be roiling in the streets of Cairo, Suez, and Alexandria, are the Islamists.

The instability of the region, the fragility of “peace” as a goal, has implications beyond Israel. As Aluf Benn wrote on Monday in a follow-up article:

"When Obama and his advisers look at a map of the region, they see only one state they can count on: Israel. The regime is stable, and support for America is well-entrenched. Obama may dislike Netanyahu and his policy toward the Palestinians, but after losing his allies in Turkey, Lebanon and Egypt, and with the uneasiness gripping his friends in Jordan and the Gulf, Washington can’t afford to be choosy."

Egypt may not be lost yet. If it is, Israel will stand as the one strong horse in the region aligned with the West against the radicals.
